Capacity building interventions focus not only on building knowledge and skills of those providing harm reduction services (improvement of their ability to perform in their work functions), but also on improving the processes that take place within the health system as a whole, the organisations within the health system; and individuals (improvement of their ability to engage productively with the health system through access to services and influencing resource management, and improving their own health). CARHAP capacity building includes interventions aimed to strengthen service delivery systems, the range of services offered, management systems, strategies, networks and to support the development of evidence-based policy-making.
 
CARHAP support is targeted at three groups which include: (1) national pools of consultants; (2) organisations providing harm reduction services (HRSO) and (3) governmental institutions.
