CARHAP GOAL: To contribute to adverting a generalised HIV/AIDS Epidemic in Central Asia
CARHAP KEY OUTPUTS:
- Harm reduction service delivery;
- Increased capacity for providing quality harm reduction services;
- Framework for monitoring and evaluating harm reduction interventions;
- Lessons from harm reduction services incorporated into national and sectoral HIV/AIDS strategies and programmes;
- Supportive legal and policy environment incorporating harm reduction principles.
CARHAP WILL:
- Support components of each national strategy;
- Report through national structures;
- Encourage joint government and NGO action to increase the number of harm reduction service sites;
- Where possible, build on and support existing harm reduction activities.
CARHAP PRINCIPLES FOR SCALING UP OF SERVICES FOR INJECTING DRUG USERS:
- Harm Reduction (HR) is a prominent approach;
- Use the framework of Universal Access to HIV prevention, treatment, care and support;
- Base HR service provision on multiple modalities, with emphasis on outreach;
- Provide credible, relevant education through all actions;
- Build capacity of human resources;
- Advocate for supportive policies, legislation and advocacy.
CARHAP SUPPORTS THE UN’s 3 ONES PRINCIPLES:
- One HIV action framework that provides the basis for coordinating the work of all partners;
- One national HIV/AIDS coordinating authority, with a broad based multi-sector mandate;
- One monitoring and evaluation system.
